I was prompted to write this from a news article that appeared in today’s Alquds Alarabi reporting on a current visit to Paris by Dr. Nabil Sha’ath, Fatah chair of the foreign relation committee. Dr. Sha’ath is urging France to recognize the state of Palestine along 67 borders as a way to end and pre-empt Israel’s claim that the “territories” are “disputed”. It seems Saeb Eurekat “Kabeer” negotiator was not keeping every informed and updated on his successes, that Israel simply refused to budge from its position it took in Oslo that the territories are disputed and not occupied.
One thing for sure, Mahmoud Abbas and his buddies in Ramallah must feel abandoned these days. Barack Obama and Hilary Clinton not only abandoned them, they threw them to the wolves. Hosni Mubarak and Omar Suleiman, their mentors and gurus and Israel’s best friends and allies, were kicked out and thrown into the dust pin of history by the Egyptian people no longer give Ramallah the political cover its repeated failures. The Arab League useless as ever with a leadership is so marginalized that no one around the Arab world let alone in major capitals gives a damn about the organization or its leadership. Ramallah leadership is desperate for miracle to save it from the inevitable, the same fate of Mubarak, Bin Ali and soon Qaddafi and Ali Saleh.
With Saeb Eurekat no longer “ Kabeer” PLO negotiator, discredit and shamed to quite for his reckless disregards of the Palestinian rights and interests, now we see Dr. Sha’ath in Paris lobbying Paris to recognize the Palestinians state within 67 borders. Perhaps it would do well for Dr. Sha’ath as an experienced negotiator to wonder why Arafat did not get Israel to even admit it is an “occupying power” and the territory is “occupied” and not “disputed” when he signed Oslo? Perhaps Dr. Sha’ath should consult with Saeb Eurekat “Kabeer” negotiators and ask him why in all these years, there was never an agreement with Israel on the definition of and legal status of the “territories”? Is it ‘occupied” or is it “disputed? Simple first toward solving all other issues.
The not so brilliant “Palestinian Trio” of Arafat, Abbas and Qurai desperate to save themselves, forgot or did not dare to raise and settle this very simple question “deputed” or “occupied” when they were negotiating Oslo? I guess they were too desperate to conclude a deal that keeps the PLO alive with a new mission, managing the Jewish Occupation, desperate to secure permanent funding for the PLO and Fatah as civil and military contractor for the Jewish Occupation, they forgot to settle the “legal” status of what remained of Palestine. And when the Palestinian Trio and the PLO gave Israel full recognition with open borders and with East Jerusalem, they did not feel it was necessary to settle the legal issue and simply went along with Israel’s definition of “disputed”. That is the main reason Israel been telling the Ramallah leadership “tozz” all these years. Even Ramallah’s best friends Olmert, Barak and Livni always referred to the territories as “Judea and Samaria” and never “occupied”. Oslo not international law set the parameters for a final settlement of the Palestinian-Israeli conflict.
I am sure Dr. Sha’ath understand Oslo well and understand that any ‘final” solution to the Arab-Israeli dispute must be in agreement with Israel where Israel holds the ‘veto” power (if Israel did not accept or agree there is simply NO agreement). Israel definition of the territories allowed it to go ahead and take unilateral actions over the “disputed” territories such as building settlements and annexations of East Jerusalem. On the other hand the PLO under Oslo could not take any “unilateral” action, this include “Declaration of Independence”. This is the main reason the Ramallah leaderships is shying away from such declaration and is going around to get other countries to do for it what it failed to do in Oslo, since such ‘declaration” will put the PLO in violation of Oslo and Israel can put PLO/PA out of business by asking the donor countries to stop funding the PA, which was founded only to serve the Jewish Occupation.
That is why Dr. Sha’ath and other leaders within Fatah are going around in desperate search of countries that can recognize a Palestinian State as a way to preempting Israel’s definition of the Palestinian Territories as “disputed”. Having committed a fatal mistake in Oslo and with no vision for the future and with a shameful incompetent negotiating team, Ramallah is really desperate. It could not afford to lose its contract with the Jewish Occupation and it is unable to declare an independent free state of Palestine. Best option for Ramallah and PLO leadership is to look for and secure a safe haven outside of Palestine, before it is too late.
